Several Measures to Promote the Development of Intelligent Construction Industry in Xiamen City
 
In order to further accelerate the construction of pilot cities for intelligent construction in our city, this measure is formulated in accordance with the relevant requirements of the "Guiding Opinions of the Ministry of Housing and Urban Rural Development and Other Departments on Promoting the Coordinated Development of Intelligent Construction and Building Industrialization" (Jian Shi [2020] No. 60), the "Work Plan of the Department of Housing and Urban Rural Development of Fujian Province on Accelerating the Development of Intelligent Construction in Fujian Province" (Min Jian Jian Jian [2023] No. 13), the "Implementation Plan for Intelligent Construction Pilot Cities in Xiamen City" (Xia Fu Gui [2023] No. 6), and the "Several Opinions on Promoting High quality Development of the Construction Industry in Xiamen City" (Xia Fu Gui [2024] No. 7).
 
1、 Promote the application of intelligent construction technology. Government invested housing projects with a newly started construction area of over 50000 square meters should, in principle, achieve the full application of intelligent construction technology (BIM digital integrated design and smart construction site platform are mandatory, and at least two intelligent devices such as building robots, intelligent construction elevators, 5G unmanned tower cranes, and building machines should be selected). Encourage social investment housing projects with a total construction area of over 50000 square meters and other municipal, transportation, water conservancy, port and other projects with a cost of over 200 million yuan to apply intelligent construction technology.
 
2、 Vigorously develop prefabricated buildings. For commercial residential projects in Siming District and Huli District that are supplied with land through bidding, auction, and listing, as well as hotel and office projects with a building height exceeding 100 meters that are newly bid, auctioned, and listed in the city, prefabricated buildings should be used in principle. The resource planning department should clarify this in the land transfer documents and sign a supervision agreement, which will be supervised and implemented by the Municipal Housing and Construction Bureau; Newly started affordable housing, education, medical, and office complex projects with state-owned investment (including state-owned capital investment holding a controlling or dominant position) should adopt prefabricated construction. Among them, for government investment projects that explicitly adopt prefabricated construction, the development and reform department shall make notes based on the opinions of the construction department when issuing the preliminary work plan, and include relevant expenses in the feasibility study and budget investment approval. Actively promote the use of industrialized construction methods in municipal and transportation projects such as roads, bridges, tunnels, pipe galleries, and railways, and promote the use of prefabricated concrete components.
 
3、 Increase project funding incentives. Support the construction of pilot (demonstration) projects for intelligent construction and the research and development of intelligent construction technology. Projects with an investment of 5 million yuan or more in the transformation and upgrading of information technology, intelligent equipment, and other aspects in the field of intelligent construction will be rewarded according to the principle of high priority and non duplication. For projects rated as Xiamen's intelligent construction demonstration projects, a reward of 500000 yuan will be given; Those who have been awarded as pilot projects for intelligent construction in Fujian Province will receive a reward of 800000 yuan; Those who are rated as national level intelligent construction pilot projects or apply for national level science and technology demonstration project approval will be rewarded with 1 million yuan.
 
4、 Provide financial support based on green buildings. For smart construction pilot projects recognized at or above the city level, financial institutions can provide green financial support based on green buildings, provide financial services for the upstream and downstream industrial chain needs of smart construction pilot projects, and provide differentiated financial support in financing limits, credit approval, loan interest rates, insurance premiums, and other aspects.
 
5、 Implement optimization of plot ratio assessment. Real estate projects with a total construction area of over 50000 square meters on newly leased land may require enterprises to apply intelligent construction technology in the land transfer announcement. For projects that explicitly require the application of intelligent construction technology, the calculation rules for plot ratio should be appropriately optimized: those belonging to Siming District and Huli District can be given a maximum plot ratio optimization of 1%, while those belonging to other districts can be given a maximum plot ratio optimization of 2%. The maximum increase in building area after plot ratio optimization for each project should not exceed 5000 square meters. For commercial housing projects identified as prefabricated buildings, the area of prefabricated exterior walls or prefabricated parts of stacked exterior walls may not be included in the plot ratio calculation, and shall be separately listed in the construction drawing review and property measurement, and shall not be included in the scope of project transfer and sales. The specific floor area ratio accounting rules will be formulated by the resource planning department in conjunction with the construction department. 6、 Optimize the pricing system for engineering construction. For government investment projects that explicitly adopt BIM technology, unless otherwise stipulated by the state, the development and reform department shall include relevant expenses in other construction costs, and the housing and construction department shall take the lead in formulating specific fee standards. Timely collect economic indicator data and relevant price information on new technologies, processes, materials, and equipment emerging in the development of intelligent construction, and prepare supplementary quota standards to provide pricing reference for the construction market. This measure will be implemented from February 1, 2025, with a validity period of 5 years. Those involving financial rewards shall be shared by the city and district according to the current financial system.
