In order to implement the relevant requirements of the "Guiding Opinions of the Ministry of Housing and Urban-Rural Development and Other Departments on Promoting the Coordinated Development of Intelligent Construction and Building Industrialization" (Jian Shi [2020] No. 60) and the "Opinions of the Provincial Government on Promoting the High-Quality Development of the Provincial Construction Industry" (Su Zheng Gui [2023] No. 14), accelerate the development of intelligent construction, facilitate the transition from traditional construction methods to new ones, develop new productive forces according to local conditions, actively cultivate emerging and future industries, and promote the high-quality development of the construction industry, the following opinions are put forward.
I. Development Goals
New progress and achievements should be made in five key areas of intelligent construction: the construction industry internet, digital integrated design, building robots and intelligent construction equipment, intelligent production of components and parts, and intelligent construction management. A group of enterprises that master core technologies of intelligent construction and provide systematic solutions should be cultivated. Gradually form intelligent construction industrial chains and clusters in qualified regions, with continuously emerging economic benefits, to promote the transformation and upgrading of the construction industry and drive high-quality development.
By the end of 2025, intelligent construction applicable technologies should account for about 50% of the application in major engineering construction projects, with more than 30 intelligent construction enterprises cultivated, and the formation of more than 2 intelligent construction industrial clusters. The intelligent construction industrial chain will take shape initially.
By the end of 2030, intelligent construction applicable technologies should account for about 70% of the application in medium and large-sized engineering construction projects, with 100 intelligent construction enterprises cultivated, and the formation and continuous growth of more than 5 intelligent construction industrial clusters. The intelligent construction industrial chain will be further integrated, improved, and extended upstream and downstream.
By the end of 2035, medium and large-sized enterprises should universally applicate intelligent construction applicable technologies in various engineering construction projects, cultivating a group of leading enterprises with core competitiveness in the field of intelligent construction. The scale benefit, innovation strength, and market competitiveness of intelligent construction industrial clusters will be fully demonstrated. The intelligent construction industrial system will basically take shape, achieving high integration and coordinated development, and becoming a national leader in intelligent construction.
II. Key Areas
Building Robots and Intelligent Construction Equipment
Efforts should be made to strengthen the research and application of core technologies for building robots, such as new sensors, intelligent control, multi-robot coordination, and human-robot collaboration, to form a group of landmark products for building robots. Promote the typical application of building robots in production, construction, maintenance, and other links, improving the level of mechanization and intelligence in engineering construction. Enhance the research and application of component production robots, intelligent tower cranes, intelligent construction lifts, intelligent excavators, intelligent handling equipment, wall and floor construction robots, light building cranes, etc. Actively explore application scenarios for building robots and intelligent construction equipment.
Intelligent Construction Management
Focusing on construction process management, comprehensively utilize technologies such as IoT, cloud computing, video surveillance, GIS, 5G, and sensors to promote the establishment of smart construction site management platforms. Facilitate information sharing and collaborative work among participating parties to automatically collect, analyze, display, provide risk warnings, and make intelligent decisions on quality, safety, progress, costs, and behaviors of participating parties, improving project management efficiency.
III. Key Measures
Accelerate the Promotion and Application of Intelligent Construction Technologies
Support the active application of intelligent construction technologies in government investment projects with a total newly commenced building area of over 20,000 square meters for housing construction projects and a municipal infrastructure project cost of over RMB 20 million. Actively promote the application of intelligent construction in improved housing to enhance construction efficiency and improve housing quality. Support new rail transit projects in carrying out intelligent construction technology practices. Promote the updating and elimination of construction engineering machinery and equipment that have been in use for more than 10 years, are highly polluting, energy-intensive, severely worn, and technologically outdated. Encourage the updating and purchase of intelligent lifts, building robots, and other intelligent construction machinery and equipment. Encourage and support enterprises to expand international and provincial markets for intelligent construction technologies and products, enhancing the brand influence of "Jiangsu Construction".
Actively Develop the "Building Robot + Industrial Worker" Employment Model
Accelerate the transformation and development of traditional construction labor models towards the new "Building Robot + Industrial Worker" labor model. Promote the application of the "Building Robot + Industrial Worker" employment model in scenarios such as leveling, smoothing, spraying, and wallboard installation, cultivating a group of new labor enterprises with "Building Robot + Industrial Worker" solutions. Encourage and support practitioners to transition from traditional to emerging, high-skill positions, cultivating emerging occupations such as building robot "pilots", and exploring the establishment of a system for cultivating skills in construction assisted by building robots.
Increase Financial Support
Regions should actively coordinate financial special funds in related fields to support intelligent construction technology research, industrial development, and talent cultivation. Support government investment projects in clarifying the application requirements of intelligent construction in bidding documents and encourage the establishment of reward clauses related to the adoption of intelligent construction technologies in construction contracts for government investment projects. Enterprises purchasing and using eligible intelligent construction equipment will enjoy the policy of deducting the investment from corporate income tax according to relevant regulations. Intelligent construction enterprises successfully declared as high-tech enterprises will enjoy the preferential tax policies for high-tech enterprises according to relevant regulations.
Promote Technological Innovation and Achievement Transformation
Increase support for enterprises, universities, and research institutes in applying for national and provincial key laboratories, engineering laboratories, and other innovation platforms in the field of intelligent construction. Incorporate intelligent construction into the scope of provincial science and technology plan projects, strengthening funding support for technology research and achievement transformation. Support intelligent construction scientific research achievements that have achieved significant innovations in key technologies or system integration and have been implemented for nomination for provincial science and technology awards and other scientific and technological awards. Include intelligent construction-related equipment and software in the key solicitation scope of the application and promotion directory for the first major equipment and first-edition software products.
