Opinions on Deepening the Action to Enhance Urban Safety and Resilience, Advancing the Construction of New-type Urban Infrastructure Featuring Digitization, Networking, and Intelligence, and Building Resilient Cities with Strong Adaptability and Rapid Recovery:

I. General Requirements

With the approval of the CPC Central Committee and the State Council, the following opinions are hereby put forward to deepen the action to enhance urban safety and resilience, promote the construction of new-type urban infrastructure featuring digitization, networking, and intelligence, build resilient cities with strong adaptability and rapid recovery, and strengthen urban risk prevention, control, and governance capabilities.

We should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th CPC Central Committee, fully implement the important expositions of General Secretary Xi Jinping on urban work, adhere to the people-centered development philosophy, comprehensively implement the new development paradigm in a complete, accurate, and thorough manner, coordinate high-quality development with high-level security, adhere to a problem-oriented and systematic approach, government guidance and social participation, seek truth from facts and take measures suited to local conditions, pursue scientific and technological innovation and digital empowerment, promote the deep integration of new-generation information technology and urban infrastructure construction, take the construction of information platforms as the traction, intelligent facilities as the foundation, and smart application scenarios as the support, promote the digital transformation of urban infrastructure, build an intelligent and efficient new-type urban infrastructure system, continuously enhance the resilience of urban facilities, management, and space, and promote the safe development of cities.

The main objectives are: By 2027, notable progress will be made in the construction of new-type urban infrastructure, its supporting role in the construction of resilient cities will be continuously strengthened, and a batch of replicable and promotable experiences and practices will be formed. By 2030, remarkable achievements will be made in the construction of new-type urban infrastructure, promoting the construction of a batch of high-level resilient cities, continuously enhancing urban safety and resilience, and making urban operations safer, more orderly, smarter, and more efficient.

II. Key Tasks

(1) Implement the construction and renovation of intelligent municipal infrastructure.

(2) Promote the coordinated development of smart city infrastructure and intelligent connected vehicles.

(3) Develop smart residential areas.

(4) Enhance the level of intelligent management of housing and buildings.

(5) Carry out the construction of digital homes.

(6) Promote the coordinated development of intelligent construction and building industrialization.

Cultivate industrial clusters for intelligent construction, build an integrated industrial system for intelligent construction across the entire industry chain, and promote the industrialization, digitization, and green transformation and upgrading of the construction industry. Deepen the application of Building Information Modeling (BIM) technology to enhance the level of collaboration in building design, construction, and operation and maintenance. Vigorously develop digital design, intelligent production, and intelligent construction, and accelerate the construction of digital design basic platforms and integrated systems. Promote the intelligent production and upgrading of components and parts. Promote the integration and innovative application of related equipment such as automated construction machinery, construction robots, and three-dimensional (3D) printing. Advance the construction of smart construction sites, strengthen the deep integration of information technology and construction management, and further enhance the efficiency of safety supervision.

(7) Improve the City Information Modeling (CIM) platform.

(8) Build and improve the urban operation and management service platform.

(9) Strengthen scientific and technological leadership and talent cultivation. Organize and conduct research on the basic theories, key technologies, and equipment for the construction of new-type urban infrastructure, and accelerate breakthroughs in a batch of key technologies such as urban-scale massive data processing and storage, multi-source sensor information fusion and perception, BIM 3D graphics engines, and the application of construction robots. Establish and improve technical systems for information basic data, intelligent road infrastructure, intelligent construction, etc., and build a standard system for new-type urban infrastructure. Relying on higher education institutions, scientific research institutions, key enterprises, and major scientific research projects, intensify efforts in talent cultivation, focusing on cultivating composite and innovative talents with knowledge in multiple disciplines such as new-generation information technology, engineering construction, urban management, and urban safety.
