As a traditional pillar industry of the national economy, the construction industry is an important component of high-quality development and a crucial battlefield for developing new quality productivity.
In recent years, Shanxi Province has taken the development of intelligent construction as an important lever to promote the transformation and development of the construction industry. Through the "four plus" model of "government guidance+association support+university support+enterprise practice", it benchmarks the excellent experience of national intelligent construction pilot cities and strives to explore a new path for the development of intelligent construction that is suitable for the situation in Shanxi Province.
1、Introduce a series of incentive policies
For a long time, the construction industry in Shanxi Province has faced problems such as insufficient technological innovation and lack of core competitiveness, and the industry's transformation and upgrading are urgently needed.
In May 2021, the Department of Housing and Urban Rural Development of Shanxi Province, together with ten departments, issued the "Implementation Plan for Promoting the Coordinated Development of Intelligent Construction and Building Industrialization" around the issues of what intelligent construction is and how to do it. It outlined five-year goals, laid out the industrial system, and opened the prelude to the practice of intelligent construction in Shanxi. In recent years, prefabricated building industrial parks and intelligent construction production workshops represented by Shanxi Construction Investment have been completed and put into operation in 8 prefecture level cities, and the industrial layout has been preliminarily completed.
On July 30th of this year, the "Several Measures on Cultivating New Quality Productivity in the Construction Industry and Promoting High Quality Development of the Industry" were introduced, which encouraged enterprises to innovate and accelerate the formation of perceptible and promotable intelligent construction achievements through 13 "real gold and silver" policies in four aspects. For example, vigorously cultivate scientific and technological innovation platforms, and give 10 million yuan of financial support annually to the officially approved State Key Laboratory, provincial key laboratories, and the "the Belt and Road" joint laboratory; Actively encourage the transformation of intelligent construction technology achievements, grant ownership or long-term use rights to scientific researchers of intelligent construction research and development technology achievements in pilot universities within the province, and provide a 5% financial subsidy to construction enterprises that purchase advanced technology achievements for transformation and industrialization within the province based on the actual payment amount of their technology contracts; Accelerate the cultivation of high-quality enterprises, support construction engineering enterprises to be selected into the high-tech leading enterprise cultivation pool, and provide a "package" of policy support in major innovation projects, innovation platform construction, high-end talent introduction and cultivation, etc; To build a high-quality team of intelligent construction talents, support experts and scholars from universities inside and outside the province to serve construction engineering enterprises, encourage large construction enterprises to carry out professional training and skill competitions in intelligent construction, and provide a "Shanxi model" for promoting the development of intelligent construction in various provinces.
2、Make good use of the three backbone forces
The development of intelligent construction cannot be separated from the strong support of scientific research forces in universities. Shanxi Province is exploring a new model of scientific research for enterprises and schools through the "unveiling the list and leading the way" approach. Following the procedures of project manager solicitation, enterprise chief engineer selection, and centralized participation of universities, the focus is on key common issues of common concern in the industry, and a series of scientific and technological research and development work is deployed and carried out. At present, more than 50 projects have been selected, including the development of digital detection platform equipment for building components and the annotation of digital model components for traditional building timber structures.
Innovative technological achievements cannot be separated from leading technology enterprises. Based on the first-hand experience of China Railway 12th Bureau Group Construction and Installation Company, a state-owned enterprise stationed in Shanxi, in carrying out intelligent construction in Xiong'an, Zhejiang and other places, Shanxi organized a group of 100 people and 100 enterprises to observe and experience the efficiency improvement brought by intelligent construction equipment and application scenarios in Taiyuan Jinchuang Valley; Organize a competition between intelligent spraying robots and manual spraying, comparing efficiency, quality, and cost, and calculating big accounts to make construction companies more willing to use robots, and also promote robot production companies to launch more efficient and intelligent robot products.
3、Explore diverse application scenarios
Scene applications are the "training ground" for the construction of intelligent construction systems. Focusing on how to build interactive small scenes such as "design rooms, construction sites, production lines, and testing platforms", Shanxi Province relies on large backbone enterprises to conduct monthly small surveys, quarterly analysis meetings, and annual major projects. Through project recommendations, enterprise evaluations, and university institution recommendations, a total of 18 intelligent construction products and applications in 5 categories including BIM technology, digital management technology, intelligent equipment and equipment, information technology big scenes, and intelligent detection and monitoring technology have been summarized. These products and applications guide projects and enterprises to take the lead in testing, laying a solid foundation for the next step of small scene interconnection and system integration applications through point to area guidance.
Next, Shanxi Province will implement the requirements of "strengthening technological empowerment, promoting new construction methods, and creating 'good houses' like building good cars", continue to strengthen the integration of industry and education, guide enterprises to further enhance their technological innovation capabilities, accelerate the development and application of intelligent construction, actively explore the interconnection of intelligent construction application scenarios, promote construction enterprises to move towards' new' and 'smart' development, and empower and enhance the high-quality development of the Three Jin Mountains.
