Taking the solid construction of national and provincial intelligent construction pilot cities in Hefei, Fuyang, and Bengbu as an opportunity, Anhui Province has strived to make breakthroughs in policy standards, pilot demonstrations, industrial cultivation, and talent teams, accelerating the formation of new quality productivity in the construction industry.

Building a supportive industrial development system
Taking the development of industrial clusters as the starting point, we will promote the digital transformation of enterprises, tackle key core technologies, and accelerate the construction of a distinctive, high-quality, efficient, and competitive industrial system.
One is to make every effort to build industrial clusters. Continuously promote the gathering and development of upstream and downstream enterprises in the construction industry, such as survey and design, component production, engineering general contracting, and information technology, and make every effort to build three hundred billion yuan industrial clusters in the provincial capital, northern Anhui, and along the Yangtze River. At present, Hefei City has cultivated and supported 30 backbone enterprises in intelligent construction, including 4 national level "specialized, refined, special and new" enterprises, 26 national high-tech enterprises, and 27 provincial-level "specialized, refined, special and new" enterprises. The focus is on building 17 pilot enterprises (industrial bases) for intelligent construction in Hefei City, fully leveraging the agglomeration effect of industrial bases.
The second is to support the construction of smart factories. Supporting construction enterprises and component manufacturing enterprises to undergo digital upgrading and transformation, taking Anhui Construction Engineering Construction Industry Company's digital transformation as an example, the on-time delivery rate of prefabricated components has increased from 74% to 95%, the order delivery cycle has been shortened by 25%, the construction period has been shortened by 17%, the management personnel have been reduced by 20%, the work efficiency has been improved by 15%, the production capacity has been increased by 20%, and the cumulative cost has been saved by 12 million yuan.
The third is to vigorously tackle core technologies. Based on the Housing and Urban Rural Construction Science and Technology Plan project, we will carry out research on the integration of intelligent construction and prefabricated construction, as well as the development of intelligent construction technology and industry, to promote innovation in intelligent construction technology. From 2022 to 2023, we will hold two consecutive conferences to promote the construction of scientific and technological achievements, promote the precise integration of industry innovation chains and industrial chains, and smooth the channels for the transformation of scientific and technological achievements. Innovatively promote the construction of CSCEC (Anhui) Internet platform, build a "1+2+4+X" architecture, widely promote the application of intelligent construction and BIM technology, and effectively serve the transformation and upgrading of the construction industry. Hefei City focuses on cutting-edge technologies and key issues in the field of intelligent construction. Currently, 12 research projects related to intelligent construction have been carried out, and 32 provincial-level major technical equipment or software product certifications related to intelligent construction have been promoted.
Next, Anhui Province will focus on the overall goal and development positioning of developing intelligent construction throughout the province, continuously optimize work ideas, vigorously implement tasks, and improve guarantee measures.
One is to establish sound standards and regulations. Coordinate national standards, local standards, group standards, and enterprise standards to study and develop the framework of Anhui Province's intelligent construction standard system.
The second is to promote standardized design. Fully promote the application of BIM technology throughout the entire process of engineering construction, advance standardized design of buildings, and meet the requirements of standardized design selection.
The third is to cultivate the intelligent construction industry. Promote the construction of intelligent construction industry bases, promote the gathering of upstream and downstream enterprises in the construction industry such as survey and design, component production, engineering general contracting, and information technology, and create an intelligent construction industry cluster.
The fourth is to construct pilot demonstration projects. Continue to cultivate a batch of intelligent construction pilot projects with demonstration effects, and select government funded projects such as affordable housing, education, healthcare, and office to carry out intelligent construction pilot projects.
Fifth, promote intelligent construction management. Actively promote the research and application of intelligent equipment such as construction robots, support local robot enterprises in developing construction robots, and promote the application of construction robots in the production of components, on-site construction, maintenance and other aspects.
Sixth, speed up the construction of the China built (Anhui) Internet platform. By using the new generation of information and communication technology to collect, aggregate, and analyze all factor information in the construction industry chain, we provide integrated and digital empowerment services for the construction related industries, and build them into the hub of Anhui Province's construction industry's all factor linkage and the core of resource allocation, actively creating an intelligent construction model for Anhui Province.
