Guizhou HUD: Promote development of construction robots & intelligent equipment.

According to the Guizhou Provincial Housing and Urban-Rural Development Department, the provincial housing and urban-rural development system has taken learning, understanding, and implementing the spirit of the plenary session as a major political task. It aims to deeply and practically implement the decisions and deployments of the plenary session in the field of housing and urban-rural development ideologically, in action, and in terms of results, striving to write a new chapter in comprehensively deepening reforms.

Centered around the goal of "letting the people live in better houses," the system will accelerate the establishment of a housing system that emphasizes both rental and purchase options, and expedite the construction of a new real estate development model. It will improve the housing supply system and increase the construction and supply of affordable housing. A new linkage mechanism for the elements of "people, houses, land, and money" will be established, with housing determining land allocation and funding, and support will be given to "trade-in" programs. The system will implement national reform measures for fundamental systems related to real estate financing, fiscal and taxation, land, and sales, and make good use of the autonomy of city governments in regulating the real estate market, implementing policies tailored to individual cities. The role of the urban real estate financing coordination mechanism will be fully leveraged to accelerate the delivery of "guaranteed housing delivery" projects and safeguard the legitimate rights and interests of home buyers. Market expectations will be stabilized, market confidence boosted, mechanisms for preventing and resolving real estate risks improved, and the steady and healthy development of the real estate market promoted.

Good houses will be built to ensure that the people live comfortably. The system will actively adapt to the new situation of significant changes in the supply and demand relationship in the real estate market and the new expectations of the people for quality housing, building good houses based on the principles of "green, low-carbon, intelligent, and safe." The scope of support for the housing provident fund system will be expanded to meet the rigid housing needs of the working population and the agricultural migrant population, and support the diverse and improved housing needs of urban and rural residents. Affordable rental housing will be sourced based on demand to establish a multi-tiered rental housing supply system including "a bed, a room, and an apartment," better meeting the actual needs of new citizens, young people, migrant workers, and other groups. Innovative management and use of residential special maintenance funds will be promoted, and the integration of property services and community governance will be advanced. Pilot programs for the "house physical examination, house pension fund, and house insurance" systems will be carried out to promote safety management throughout the entire lifecycle of houses.

Centered around "construction, operation, and governance," a sustainable urban renewal model will be accelerated to create beautiful and livable villages. The organic integration of new-type urbanization with mountain characteristics and rural revitalization will be adhered to, and urban-rural integration and development will be deeply promoted. Urban renewal will be comprehensively promoted, with an orderly "urban physical examination" conducted across four dimensions and 61 indicators, including housing, residential areas (communities), neighborhoods, and urban areas (cities). Opportunities presented by the "two majors" and "two news" policies will be seized to implement the construction and upgrading of underground pipelines such as water supply, drainage, and gas in cities and counties, enhancing safety, resilience, and livability. Historical and cultural preservation and inheritance will be promoted, with the protection, enhancement, revitalization, and utilization of historic and cultural cities, towns, villages, streets, and historic buildings.

Centered around "developing new quality productivity in the construction industry," pilot programs will be launched to promote intelligent construction and drive the transformation and upgrading of the construction industry. Supply-side structural reforms in the construction industry will be deepened to improve building quality and promote high-quality development. Pilot programs for intelligent construction enterprises and projects will be carried out, leveraging digital intelligence and green technology to upgrade traditional construction techniques, forming replicable experiences and practices. Emerging equipment such as construction robots and intelligent construction equipment will be cultivated and developed, with BIM integrating design, construction, and operation and maintenance to promote integrated application throughout the entire process. The reform of the approval system for engineering construction projects will be deepened, with engineering general contracting and full-process consulting implemented, and a new regulatory mechanism for the construction market based on credit will be established. Special governance will be carried out for frequently occurring issues in residential engineering quality, and fundamental efforts will be made to address safety production challenges in housing and municipal engineering, with information technology support strengthened to improve essential safety levels.
